Authorities in Kabwe Bust Suspected Brothel Operating as Massage Parlor

A joint operation by the Kabwe Municipal Council and the Zambia Police Service has exposed alleged illicit activities at a property on MetCalf Street in Highridge, Kabwe. The house, listed as No. 4, was reportedly fronting as a massage parlor while functioning as a suspected brothel.

According to a statement from the Kabwe Municipal Council’s Public Relations Unit, the investigation followed numerous complaints from local residents who raised concerns over suspicious behavior at the location.

The operation, conducted on Tuesday, 17th June 2025, was led by Central Province Police Commissioner Charity Munganga and Director of Public Health Christopher Mtonga. Authorities discovered used condoms littered around the premises, pointing to possible illegal sexual activity.

Seven females aged between 14 and 26 were apprehended at the property and are currently in custody at Chowa Police Station to aid ongoing investigations.

Preliminary reports indicate that the establishment violated several laws, including Sections 146 to 148 of the Penal Code Act (Chapter 87), which outlaw brothel operations in Zambia. The case also breaches the Public Health Act (Chapter 295) and Local Government Act No. 2 of 2019, which require businesses to be legally registered and compliant.

The premises have since been closed while investigations continue.

In a statement, the Council denounced the alleged activities, stressing that such operations undermine public health, legal standards, and community values. It also urged residents to report any similar suspicious activity to help safeguard the moral and legal integrity of the community.

The Council reaffirmed its commitment to collaborating with law enforcement to ensure full accountability in such cases.
