Dr. Kelvin Mambwe: Learners Must Not Be Denied Education for Late Fee Payments
The Zambian Government has issued a caution to private schools against hastily sending pupils home due to unpaid school fees. The Ministry of Education emphasized that all learners have a right to education, which must be protected in both public and private institutions.
Speaking on Wednesday’s edition of the Phoenix Breakfast Show with Chimweka & Hope Tha Duchess, Permanent Secretary in the Ministry of Education, Dr. Kelvin Mambwe, reiterated that no learner should be denied access to education simply because of delayed payments. He urged school administrators to engage with parents and guardians and consider flexible payment arrangements before taking such drastic measures.
Dr. Mambwe also addressed the Ministry’s previous directive regarding late reporting by pupils. While acknowledging the importance of discipline, he clarified that schools should adopt alternative corrective measures that do not deprive learners of valuable learning time.
The Ministry’s statement reflects a growing concern about the financial pressures on parents and the impact of rigid policies on student learning. Education officials encourage schools to prioritize dialogue and creative solutions rather than punitive actions.
Private school administrators have been urged to implement strategies such as staggered payment plans, fee reminders, and parent-teacher consultations to ensure that learners remain in class while addressing financial obligations. These measures aim to balance accountability with the fundamental right to education.
